FIXED! I fixed this (or a very similar) problem, this is how I did it:
Problem: Error (0x8004011D) Server Not Available when trying to Send and Receive in Outlook (Exchange Account on Local Server).
I tried creating a new profile or OST file as suggested in some posts, but this did not work (I didn’t think it would as the problem was occurring on all PC's on the network).
Solution: The solution was to restart the Microsoft Exchange Services on the server. Find the first such service that is set to start automatically and is started, then re-start it. You should be warned that this will restart a bunch of other services too, which is what you want. You may want to restart all the Microsoft Exchange Services just to be sure. Wholah, problem fixed!
Some more info: To restart a service, find it first. Do this by right-clicking on (My) Computer in the Start Menu and click on Manage. Then click on Services and Applications, then Services. Now find the Service, right click on it and click on Restart.

hi recvied the same error; after one hour it resolved; what i did is; 1) first i removed the softroute as route delete x.x.x.x then i added the route again as route add x.x.x.x mask x.x.x.x x.x.x.x -p 2) then i made the outlook offline and pressed F9 and closed it 3) then i started it in offline mode, then made it online and pressed F9. 4) at the end i got the result with success

This problem occurs when you migrate from one version to another version of Exchange Server while Microsoft Outlook is running in offline mode, Outlook has saved some information about the Exchange server name that it connects to during the synchronization process. Another reason could be the corruption in Exchange mailbox and due to which the synchronization process terminates in middle. In case of corruption, you need to perform Exchange mailbox recovery by using an advance Exchange database recovery software.

In my case this was due to my company CA's root certificate was erronously placed in the "Untrusted publishers" Certificate store on the client.
